Why this possibility exists
Charter §8 names the Super Soaker as the Bowman analog and ties her identity to the spigot refill loop; the glossary confirms the spigot as canon (§8). Nothing about tank size, pump rate, or interruption exists yet — this dossier exists to hold that open honestly rather than invent numbers before Stage 3 needs them.

- Tank capacity and drain rate — no numbers exist yet.
- Whether the pump can be interrupted by a hit, or only by running dry.
- How the refill loop reads at the spigot when two kids queue for it at once.
